Enquiries were

made years ago into this suggestion

but apparently did not produce

any evidence that this was the

case. Further the writer says nothing

of the Ordinance passed in 1923

which definitely declares that the

payment of money in connection

with a Muitsai confers no right

on the payer, forbids any person

to take into his employment a

Muit sai, and forbids also the

transfer of existing Muit sai from

one employer to another. Under the

Ordinance, therefore, the system

would ultimately disappear. In

the meantime action is invariably

taken when any case of abuse is

brought to the notice of the Colonial
